Highway Performance Monitoring System (HPMS) - Core Data
   Overview
The major purpose of the Highway Performance Monitoring System (HPMS) is to provide data that reflects the extent, condition, performance, use, and operating characteristics of U.S. highways. The Core Data available in TranStats is a subset of the HPMS Universe Data File. It includes limited data on all public roads, more detailed data for a sample of the arterial and collector functional systems, and certain summary information for urbanized, small urban, and rural areas.

The Federal Highway Administration (FHWA), state highway agencies (SHAs), local governments, and metropolitan planning organizations (MPOs) work in partnership to collect, assemble, and report HPMS data. It was developed in 1978. HPMS replaced numerous uncoordinated annual state data reports as well as biennial special studies conducted by each state.

HPMS forms the basis of the analyses that support the biennial Condition and Performance Report to Congress. These data are also used for assessing highway system performance under FHWA's strategic planning process and for apportioning Federal-aid funds under TEA-21 - the Transportation Equity Act for the 21st Century of 1998. In addition, HPMS serves needs of states, MPOs, local governments, and other customers in assessing highway condition, performance, air quality trends, and future investment requirements
   Coverage
The HPMS data covers all 50 States, the District of Columbia, American Samoa, Virgin Islands, Puerto Rico, Guam, and Northern Marianas. The HPMS. draws sample from all functional classes of rural, and urban highways.
