Hazardous Material Incident Reporting System (HMIRS)
   Overview
The Hazardous Materials Incident Reporting System (HMIRS) of the Pipeline and Hazardous Materials Safety Administration (PHMSA) was established in 1971 to fulfill the requirements of the federal hazardous materials transportation law. Part 171 of Title 49, Code of Federal Regulations (49 CFR) contains the incident reporting requirements of carriers of hazardous materials. An unintentional release of hazardous materials meeting the criteria set forth in Section 171.16, 49 CFR must be reported on U.S. Department of Transportation (DOT) Form 5800.1, and data from the reports received are subsequently entered in the HMIRS database. All spills meeting the following criteria to be reported to PHMSA: 1) As a direct result of hazardous materials a person is killed or receives injuries requiring hospitalization, estimated property damage exceeds $50,000, an evacuation of the general public lasts for one or more hours, a major transportation artery or facility is closed for one or more hours, or the operational flight pattern or routing of an aircraft is altered, 2) Fire, breakage, spillage, or suspected contamination occurs involving shipment of radioactive materials or infectious substances, 3) There has been a release of a marine pollutant exceeding 450 L or 400 kg, or 4) Any hazardous material is unintentionally released from a package or any quantity of hazardous waste is discharged during transportation.

HMIRS covers all reportable hazardous materials incidents in the United States.
